New Zealand Blood Service (NZBS) was created on 1 July 1998 to provide the people of New Zealand with safe, appropriate and timely access to blood and tissue products and related services to meet their health needs. NZBS takes the responsibility for the development of an integrated national blood transfusion process from the collection of blood from volunteer donors to the transfusion of blood products within the hospital environment - a vein to vein transfusion service.
Letter of Expectations
The Minister of Healths expectations for NZBSs strategic direction and the specific priorities for each year is reflected in a Letter of Expectations. The Letter of Expectations can be issued at any time, but normally coincides with the development of the Statement of Intent (SOI) and the annual Statement of Performance Expectations (SPE) as the SPE must reflect the content of the Letter of Expectations. On occasion, the Minister issues an Enduring Letter of Expectations.
Each year the Minister of Health and NZBS enter into an Output Agreement; this is effectively a contractual form of the SPE and SOI. The Output Agreement is required pursuant to section 170 of the Crown Entities Act 2004 and assists the Minister and NZBS to clarify, align and manage their respective expectations and responsibilities.
